It was released early enough to be included in the categories, still within its release hype window (which would tend to add in its favour).
Skyrim had a similar release window, yet still managed to score awards within the same year.
Perhaps it is just that Fallout 4 isn't the better game for those categories, it could be that their traditional open world formula is showing its age while others have moved on, or just perhaps other games are doing other elements better.
Disclaimer: I've only played about 30minutes of Fallout 4 at mates place. I wasn't overly impressed (especially by the crashes).
